Ministry secretaries and department heads are to be instructed to refrain from having direct communication with judges and the Judicial Service Commission regarding matters related to the state or government officials who are part of a judicial process.

A circular is due to be issued next week to ministry secretaries, chief secretaries in provinces, district secretaries and heads of departments, among others, reminding them that such communication would be a violation of the Establishment Code.

They would be able to communicate with the Attorney General on routine matters, but other matters would have to be communicated through the Presidential Secretariat.

The directive will not be applicable to routine communication with the JSC.

The Sunday Times learns that the measures are being taken to prevent any interference in judicial matters.

A recent incident where a ministry secretary had directly written to the Chief Justice also had been taken into account in taking the decision, a government source said.
