Diesel queries

I wish to ask two questions and share some thoughts with regard to an article titled “Compulsory Emisson Testing”. 1. Is the equipment used for emission testing designed for testing the type of fuels being sold in Sri Lanka?

2. Do the fuels sold in Sri Lanka conform to international standards? When I was living abroad, I noticed that the diesel sold overseas looked whiter, compared with the diesel sold in Sri Lanka, although the petrol seems similar.

If the diesel being sold in Sri Lanka is of an inferior quality, would not the test results be adverse, and consequently affect the vehicle owner. Will someone with expert knowledge on the matter please clarify.
