94-acre logistics park and luxury apartment complex at Welisara

The Megapolis and Western Development Ministry will submit a cabinet paper shortly to acquire 94 acres from the Welisara Navy camp to set up a ‘logistic park’ and a luxury apartment complex.

The move will force the relocation of the explosives storage complex used by tri-forces to either Divulaptiya or Mirigama and it will cost Rs three billion.

Megapolis and Western Development Ministry Secretary Nihal Rupasinghe told the Sunday Times that  talks were underway with the Defence Ministry about the relocation of the explosives storage complex.

The logistic park is to consist of a cargo village with cold storage, value-added services and manufacturing, an empty container terminal and an open plaza. A nearby marshy area will be developed as a wetland park.

Project Director Rear Admiral (Retd) D.E.C. Jayakody said that as part of the project, 18 luxury residential 14-floor apartment complexes would be constructed and they hoped to gain an income of Rs six billion.

He said the logistic park would be linked to the expressway by building of an entry and exit connectivity to link the Kadawatha-Kerawalapitiya outer Circular Expressway.

He said they had taken into consideration that the existing ammunition dump was located in a populated and the need had risen to relocate it.

The distance from the Colombo Port, the inter-connectivity with Colombo Port and the International Airport, advantage of proposed and existing highways and railway tracks and adequate land extent with other amenities were among the factors that led to the selection of the area for the project.

Navy Spokesman Suriya Bandara said careful consideration needed to be given in relocating the explosives complex.
