View(s):

The Government will establish a New Village Development Authority for the plantation region, with the objective of ensuring inclusion of the plantation community in the designated areas, into the social mainstream through social, economic, cultural and infrastructure development, as well as empower them socially and economically to enable them to contribute to the national development process.

The Bill to set up the Authority will be presented to Parliament shortly by the Minister of Hill Country New Villages, Infrastructure & Community Development. The affairs of the Authority will be managed and administered by a Board of Management inclusive of 7 ex-officio members, all representatives of various ministries, and 6 others appointed by the subject Minister.

The “plantation region” has been defined as areas coming under the Divisional Secretary’s Divisions in Districts of the Central, Uva, Sabaragamuwa, Southern, Western, North Central and North Western Provinces, where the resident labourers live in Estates where tea, rubber, coconut or oil palm is cultivated.
