Only SLAS officers eligible to be MC, complain councillors

Councillors of the Colombo Municipal Council charge that there is a move to appoint only Sri Lanka Administrative Service Officers for the post of Municipal Commissioner (MC).  Councillor Mahendra de Silva said that previously the MC’s post was open for qualified persons and not limited to the Sri Lanka Administrative Service.

“Former Municipal Commissioner Dr. Jayantha Liyanage was a medical doctor and V.A.Jayasinghe and Marasinghe Perera were qualified assessors and engineers who were Municipal Commissioners,” he added. According to him, the plan is to appoint only SLAS officers to be added to the upcoming approved cadre list.

“There are many qualified officers within the Municipal Council who are eligible for this post. They also know the functions and the people working here. There are officers with many years of experience,” Councillor de Silva said.  However, the present Municipal Commissioner Bhadrani Jayawardena, who is also an SLAS officer said that this decision has been taken several years ago and the CMC had adopted it in 2006.

“It is a decision by the Provincial Administrative Services Department and a recommendation by the relevant Municipal Commissioner. When I joined, it has already been accepted and approved,” she said
