ICTA exit turning point in digital transformation

Sri Lanka’s digital transformation is undergoing a major structural shift, characterised by the replacement of the long-standing Information and Communication Technology Agency (ICTA) after 23 years in operation, with two new specialised entities.
The World Bank and Asian Development Bank have pledged US $125 million collectively over the next four years, supplemented by Rs. 2 billion from the Treasury for the initial setup, a senior Finance Ministry official told the Sunday Times Business
IT experts noted that ICTA suffered from a lack of clarity on whether it was a policy-making body or a project implementation agency under several previous regimes giving priority for project development. The new model splits these roles between the Digital Economy Authority (Policy) and GovTech (Implementation).
The Treasury has been instructed to proceed with the ICTA liquidation following a cabinet decision to wind down the agency with ongoing digital transformation projects being transferred to GovTech (Pvt) Ltd, a new state-owned company established to act as the primary implementation arm, he revealed.
ICTA will not be fully dissolved until GovTech is entirely operational, which is expected within the next 3 to 6 months. Existing ICTA employees are not automatically transferred. Instead, they are encouraged to apply for new positions within GovTech.
A court-appointed liquidator will ultimately decide which staff may be absorbed into the new entities based on the restructuring needs of the Digital Economy Authority and GovTech.
Project LGN 2.0 will be managed by GovTech, which offers high speed (100 Mbps) connectivity to over 850 government institutions through fibre-optic cable. As per future plans of GovTech, this service will be expanded to cover 3,500 government institutions along with village level connectivity.
Lanka Government Cloud (LGC 2.0) will be upgraded to LGC 3.0 under GovTech. It will manage the ongoing LGN 2.0 initiative which provides high-speed fibre-optic connectivity (up to 100 Mbps) to over 850 government organisations. The future plans for GovTech would see this extended to 3,500 government offices, along with village connectivity.
