Five Indian systems operators shortlisted for SLUDI
Infosys Ltd, Tata Consultancy Services Ltd, Protean e-Gov Technologies Ltd, RailTel Corporation of India Ltd and Bharat Electronics Ltd have qualified as bidders after the pre-qualification round called by the National Institute for Smart Government (NISG) for appointment of a Master System Integrator (MSI) for development, Implementation and Maintenance of the Sri Lanka Unique Digital Identity (SLUDI) project.
This was in response to the tender ref no: NISG/SLUDI 2025 issued by NISG in September.
NISG said that, after verification of pre-qualification documents, these companies have qualified for the second stage (techno-commercial bidding stage) and will be invited for a field visit to Sri Lanka at their own expense.
The date of visit shall be communicated, NISG said.
Meanwhile, the Ministry of Digital Economy (MoDE) of Sri Lanka, together with the Information and Communication Technology Agency (ICTA), has commenced the Selection and Procurement process for a Sri Lankan origin Managed Service Provider (MSP), to be tasked with managing and operating the SLUDI platform.
The MSP will take over the SLUDI system soon after the completion of acceptance and security testing of the system, a media release by the ministry said.
The initial implementation of the system will be carried out under the terms of the grant from the Government of India by a Master Systems Integrator who will exit the project at the point of handing over to the MSP.
The Sri Lankan MSP is expected to be selected during the course of December 2025, enabling the MSP to ramp up expertise and system knowledge working alongside the MSI over six months. This will ensure a comprehensive knowledge transfer and smooth transition to the local MSP. The operational phase of the SLUDI will depend significantly on the performance of the MSP, whose role
will be critical within Sri Lanka’s digital ecosystem.
