Doing Good Index 2026: How are NGOs faring in Sri Lanka?

According to the Centre for Asian Philanthropy and Society (CAPS), Sri Lanka has roughly one non-profit organisation for every 13,607 people, while only 10 per cent of respondents were regularly involved in policy discussions in 2024.

CAPS is a welfare orgnanisation based in Hong Kong and it is committed to improving the quantity and quality of philanthropic giving throughout Asia. It aims to improve the social investment sector of Asian countries by identifying and disseminating best practices, models, policies and strategies that can contribute to positive system change, according to a media statement by CAPS partner the Institute of Policy Studies (IPS).

One of its key areas of policy research is the Doing Good Index (DGI), which is “a globally cited resource and policy guide for strengthening philanthropic ecosystems” in several Asian countries.

The DGI, now in its fourth iteration studies the regulatory and societal environment in which private capital is directed toward philanthropy or “doing good” in Asia; provides a roadmap of policies and practices that provide the best use of private capital, and identifies how the public, private and social sectors can collaborate to build stronger and more equitable societies in Asia, with special focus on how social sector can contribute towards the Sustainable Development Goals (SDGs).

IPS Sri Lanka conducts a bi-annual survey on the ease of doing non-profit work in Sri Lanka, which compares Sri Lanka with 16 other Asian economies and last year’s DGI survey (DGI 2024), conducted among 90 Sri Lankan Social Delivery Organisations (SDOs), revealed positive strides in Sri Lanka’s social sector, elevating its status from “Not Doing Enough” to “Doing Okay.”

CAPS and IPS Sri Lanka is preparing for the fifth iteration of the DGI (DGI 2026) and invite those involved in the social delivery and welfare sector to fill out this survey before June 1, 2025, to contribute to this discussion. The link is – https://www.surveymonkey.com/r/8PLNSK3
