Sri Lanka Exams Dept’s modern computer system lies idle
The Government’s latest initiative of digitalising various stages of the Examination Department including releasing exam results, evaluation system and the issuance of certificates has been made ineffective owing to official incompetency, an internal audit report highlighted.
The department had purchased a new IBM branded computer system at a price of Rs. 200 million but it has not been properly used by the officials of ICT division due to their lack of knowledge and incompetency and hidden agenda of claiming payments for piece rate work, the audit query observed.
The new computer system consists of modern facilities such as power servers with security built in at all layers, from the processor to the OS to deliver an integrated end-to-end security solution and it can integrate into organisations’ private or hybrid cloud strategy to handle flexible consumption models and changing customer needs.
But unfortunately it was not properly used by ICT department officials who were not conversant with the new technology.
It has been revealed that the Examination Department is still using the 20 year-old outdated computer technology for its important procedure of the examination related activities wasting money and time, the audit report revealed.
Some of these officials have claimed money for the work done in the section of issuing examination result certificates although it could have been done by using the new computer system with a high capacity speed hundred times more than the old system, a senior official of the Education Ministry with ICT competency told the Business Times.
The main reason for the unreasonable delay in the issuance of examination result certificates even under the one-day service and the exam results for candidates was the inefficiency of the ICT division of the department, he added.
Due to the official inefficiency the department has not only lost its credibility in a manner that seems hard to restore, but also has darkened the future of so many students who are helpless when it comes to the possible delay in releasing their results and issuing certificates.
