The government has decided to pay an annual bonus to employees of state owned enterprises (SOEs) as well as employees of SOEs which are continuously making losses.

There was also a news item which said that the National Lotteries Board has paid incentives in millions of rupees to its staff including the chairman and the board members based on attendance at lottery draws.

I am wondering as to why such payments are being made at a time when the government debt is over Rs.9 trillion.

Are these not against the FR (Financial Regulations) of the government which is crying for want of funds to settle debts?
