Controversial video to be presented

The video allegedly showing the execution of Tamil prisoners by Government troops will figure at the 17th session of the United Nations Human Rights Council (UNHRC) which begins in Geneva tomorrow (30).

Reference to it is contained in the report of the Special Rapporteur on extrajudicial, summary and arbitrary executions. This report will be presented to the HRC.

Special Rapporteur Christof Heyns had conducted a technical assessment to establish the authenticity of the video and the forensic reports of the assessment will also be made available at the sessions.
The video was telecast on Britain’s Channel 4 but the Government has said the video is a fake.

The Lessons Learnt and Reconciliation Commission (LLRC) recently requested an expert from the Moratuwa University to comment on the authenticity of the video but his evidence was heard in camera on the request of the witness.

This will be the first report to be submitted by Mr. Heyns to the HRC since his appointment as Special Rapporteur in August, 2010. He had wanted to visit Sri Lanka last year but was not allowed even though his predecessor Philip Alston visited Sri Lanka in 2005.
