Chartered Secretaries to commence local examinations

The local members of the oldest Chartered body in the world, namely the Chartered Secretaries, have decided after long discussions with their parent body in UK that the only way to stop the rapidly declining number of student registrations in Sri Lanka which is due to extremely high Sterling costs, and to save the profession, is to set up their own examinations here.

The Institute of Chartered Secretaries and Administrators in UK is one of the most prestigious Chartered bodies in the UK which has a membership of over 36,000 worldwide. Their examinations are designed to produce top level Chartered Secretaries who are high ranking professionals with a broad base of skills unique among the professions. They occupy not only the position of Company Secretary in the conduct of business, governance and compliance but, often hold well-remunerated positions at board level and occupy places of pivotal significance and responsibility in global corporate and governmental sectors, or run their own companies providing company secretarial services. There are similar corresponding bodies in India, Malaysia, Pakistan and a number of African countries.

The Sri Lankan Institute under the leadership of Desamanya Prof M T A Furkhan re-named the Institute as the Institute of Chartered Corporate Secretaries of Sri Lanka (ICCS), incorporated body under the Companies Act. The Board of Management of the ICCS has had a number of meetings in recent months to set up various professional Sub Committees to handle the large number of complex issues that arise especially to conduct local examinations.

The Founder Members of the local body had their Inaugural Meeting on October 5, 2009, and a large number of qualified Chartered Secretaries from the ICSA UK body pledged their support by taking the oath. The names of 'Founder Members' have been printed in a large Scroll which will be on display at the Institute. Each Founder Member was also given a page from the Golden book to sign, so that every Member's name will remain carved for posterity in the archives of the Institute. The Office of the Institute is currently located at No. 546/6B, Galle Road, Colombo 03.

The Local Examination Structure is given below:
Examinations are to be conducted biannually in March and September each year. The first set of examinations are to be conducted in September 2010. ICCS intends offering the first batch of 50 scholarships for which a public examination will be held to test the students' knowledge of English Language, Mathematics and General Knowledge.

On the basis of the results, 50 successful students achieving the highest marks will be awarded scholarships to complete the examinations free of charge under certain rules and regulations which will be published shortly.

The minimum qualification requirements to enter the examinations are as follows:

  • GCE O/L - 2 Distinctions and 3 Credits including English Language
    OR
  • GCE A/L - 2 Passes, including English Language and Credit Pass in English Language at GCE O/L
    OR
  • Mature Students (over 25 years of age) - Direct Entry and will be required to complete the Foundation Examinations within 2 years of registration

The entire scheme is to be launched in April this year by which time all arrangements for the Scholarship Examination and for student registrations will be ready.
