District Returning Officers have been directed to keep their election staff on standby in the event of a requirement for a second count of the preferential votes, Elections Commissioner General Saman Ratnayake told the Sunday Times.  He said that although counting officers would remain till a direction was given by the Commission to begin the second count.

“The district returning officer can begin the second count only after a directive is given from Colombo”, he said.

For the second count the first two top candidates’ votes are kept aside and preference votes for the remaining 33 candidates are counted.
