5-yr Action Plan to combat corruption

A 5-year National Action Plan to combat bribery and corruption, shifting the main focus to prevention from law enforcement, will be launched by President Maithripala Sirisena tomorrow.

The “Warrant of Integrity” plan is the culmination of a near 16-month effort since October 2017 to come up with an action that would tackle the two evils in society first through awareness and prevention and later law enforcement, said Sarath Jayamanne, Director General of the Commission to Investigate Allegations of Bribery and Corruption (CIABOC).

He said CIABOC had organized 40 meetings with over 100 public officers and 25 civil society representatives across the country in preparing the action plan. The plan has four pillars: Prevention which includes the creation of Integrity Officers in public institutions; Enhancing the values of generations; Strengthening law enforcement and Reforming laws and policies. The plan, which has 189 items, will come under the supervision of a Supreme Council to be appointed by the President.

Meanwhile Mr. Jayamanne is also scheduled to address the Sunday Times Business Club (STBC) on Thursday March 28 at the Kingsbury Colombo during a panel discussion on “Integrity vs Corruption”.
