PSC, police com. stripped of power

The Government is to revert to the practice that existed before the Police and Public Service Commissions were set up.

The Cabinet at a meeting on May 6 decided on the move as an “interim measure”. Until its mandate expired on April 10, the Public Service Commission was vested with the powers of appointments, promotions, transfers, disciplinary control and dismissal of public officers. Also until the same date, the powers of appointment, promotion, transfer, disciplinary control and dismissal of police officers (with the exception of the Inspector General of Police) were vested in the Police Commission.

The Government has said the interim arrangements will be in force until the PSC and the PC are re-constituted. However, Opposition members complain this is a ruse to vest the powers in the respective Ministries so both state and police officers can be dealt with by their respective ministries.

The Ministries concerned have been told by the Cabinet Secretariat they could submit papers for consideration by the Ministers.

Among the first appointments to be made were promotions of school principals.
