Opposition Alliance urges investigation into CPC’s practices
View(s):The Opposition Alliance, comprising several political parties, has requested an investigation into alleged corruption and indiscretions within government institutions, focusing on the Ceylon Petroleum Corporation’s (CPC) diesel procurement practices.
They claim that the CPC’s actions have led to major financial losses for the government, particularly considering the Gulf War that began on February 28, 2026. “The government had ample time to secure adequate oil supplies, given the existing storage capacities across various facilities in Sri Lanka,” they said in a letter. Concerns were raised about the tender awarded to supply oil tankers to Trafigura Company, for which the company was granted a premium of US$4. However, Trafigura only delivered two shipments and refused the remaining three, citing the war situation.
This was worsened by the government’s admission of importing low-quality coal, which amplified the dependence on diesel for electricity generation.
In March, the CPC accepted an unsolicited proposal from Trafigura to supply 248,000 barrels of diesel at a significantly higher premium of $45 per barrel, despite a competing offer from Glencore at $38.
The Opposition Alliance has questioned whether the CPC’s failure to maintain adequate oil stocks and the following procurement decisions indicate corruption. They are demanding an investigation into the basis behind awarding the tender to Trafigura, given the company’s previous non-compliance with the initial contract.
The Alliance is urging the (Bribery) Commission to examine these transactions closely and take legal action against those responsible, and emphasised the need for accountability and transparency in government dealings, considering the substantial financial implications for the state.
