Centralised ERP for all state agencies

A common enterprise resource planning (ERP) platform, such as a centralised marketplace for all state entities, is being developed by the Digital Ministry.

Deputy Minister Digital Economy Eranga Weeraratna told the Sunday Times Business that his ministry is working on integrating all systems in government departments into one common platform. “We are in the final phase of getting the cabinet approval for a common marketplace solution, such as an ERP platform for all state entities. All ministries and authorities are in alliance with the Ministry of Digital Economy for guidance on their digitalisation efforts. This avoids duplication and will not reinvent the wheel. Also, the disconnect between the different entities is eliminated.”

A separate entity, such as a central procurement authority which centralises all state agencies in terms of procurement etc is also being formulated, he said on the sidelines of the Post Budget Analysis seminar themed A Resilient Digital Economy for Sri Lanka’s Future, organised by the University of Colombo Alumni Association recently. In this regard, discussions are on for a common guideline on the National Procurement Commission’s information system.

In a bid to encourage more entrepreneurship, he said that the government will allow and cheer local start-ups to bid for state procurement. Mr. Weeraratna added that procurement by prototyping, etc will be allowed in the new information system guidelines in the national procurement.   “We also aim to give more priority to product companies than project companies and will encourage such product companies to scale up.”

The new GovTech will be a self-sustaining authority and will be run by a board, while the Digital Economy Authority will make the policy, with the Authority reporting to a cabinet subcommittee, Waruna Sri Dhanapala, Acting Secretary of the Ministry of Digital Economy said.

“We are nurturing young minds at the university, where there are about 600 start-ups and freelancers. We have initiated discussions with the Ministry of Finance to facilitate the entry of these start-ups into formal business channels. It is important to promote entrepreneurship as a career from the school level itself.”
