e-data exchange between SASEC nations to assist better risk management for SL

The Asian Development Bank-sponsored South Asia Subregional Economic Cooperation (SASEC) Customs subgroup held its 11th Annual meeting recently in Dhaka, Bangladesh to build capacity to support the use of modern techniques and international best practices while enhancing regional cooperation and coordination processes among stakeholders.

Promoting the electronic exchange of data to develop the capability of the ICT systems in SASEC countries namely, Bangladesh, Bhutan, India, the Maldives, Nepal, Myanmar, and Sri Lanka to allow the transfer of data relating to exports to the importing country and vice versa through the Electronic Exchange of Trade-Related Information was lengthily discussed at this meeting, a senior customs official told the Business Times this week.

The aim of the electronic data exchange is to enable better risk management and facilitation of legitimate trade, he said, noting that Sri Lanka is very much interested in this area. He added that this will ease information between ports.

“This type of information will also lead us to how risky the shipments are and can do better risk management in handling shipments.”

He said that the rest of the landlocked nations are already doing this, and Sri Lanka and Maldives are trying to do this through bilateral discussions. The programme aligns with the government’s ongoing customs reform and modernisation initiatives,

There was a discussion also on the Reform and Modernisation for Trade Facilitation Programme to help rally SASEC countries’ trade facilitation environment, thus adding to the national goals of promoting and diversifying exports he said, noting Sri Lanka has done a lot of work in this area. “We are also discussing cross-border customs cooperation between these countries.” He said that Sri Lanka requested assistance and support for e-commerce in an automated platform. “We also discussed and exchanged each country’s lessons learned from customs projects that were implemented in these countries.”
