TUs oppose new labour law reforms

Sri Lanka’s trade unions have expressed their opposition on Monday to the draft labour reforms in a letter handed over to the Labour Minister Manusha Nanayakkara. The reforms were introduced in a Sinhala document presented at the National Labour Advisory Council meeting in July.

They stated that a labour law reform initiative that is devoid of a transparent common consensus among the key tripartite stakeholders of employment, concerning its specific operating terms of reference is contrary to principles of ILO Conventions governing tripartite consultation and stands to fail in the realization of norms of “Decent Work.”

It was noted that all trade unions stand united together with the support of the working population and the general public in their determination to reject the proposed draft law in toto and to defeat any attempt to advance it.

The letter also noted that the proposed “ill-conceived labour law reforms which are contrary to recognised universal norms will create inconsistencies in ensuring such compliance.” it was also pointed out that it will in future drive international businesses and supply chains away from Sri Lanka, further exacerbating national economic challenges. The unions pointed out that they believe what Sri Lanka needs right now is a framework of labour laws that is reflective of progressive modernism and that it is consistent with norms of the civilized global society and the principles of the International Labour Organisation to guarantee a “Decent Work” environment for the workforce.

Signatories to this letter were the Sri Lanka Nidahas Sewaka Sangamaya; Ceylon Bank Employees Union; Ceylon Federation of Labour; Ceylon Federation of Trade Union; National Union of Seafarers Sri Lanka; United Estate Worker Union; Lanka Jathika Estate Workers Union; National Workers Union; United Federation of Labour; Joint Plantation Trade Union Centre; Free Trade Zones and General Services Employees Union; Inter Company Employees Union; Ceylon Estate Staff Union; Ceylon Workers Congress; and the Ceylon Mercantile, Industrial and General Workers’ Union.
