Renewable energy permit revenue falls short by Rs. 30 m

Sri Lanka Sustainable Energy Authority (SLSEA) has earned an income of Rs. 51.3 million from the project permit fees of renewable energy projects during 2021/ 2022, but it has so far failed to recover over Rs 30 million due to the authority, a government audit inspection observed.

Only Rs.5.5 million has been recovered in 2022 out of the registration fees amounting to over Rs. 35 million due from renewable energy projects generating 700 megawatts of power.

In addition, it has been estimated to generate 467 MW from renewable energy in 2022, but only 175 mw of power has so far been realised under the sustainable energy programme, report revealed. However new renewable energy projects have added 211 megawatts to the energy mix of the country last year of which 146 megawatts came from rooftop solar energy units

The revenue earned from the permit fees of the renewable energy projects had been accounted as an income during the 2021/2022 year under review, without realising the revenue from the transactions, the audit inspection highlighted.

The project proponents are required to obtain renewable energy permits upon the selection of such project as the developers.

They are also required to obtain the generation licence under the Electricity Act, following which they would be required to sign a power purchase agreement with the CEB to commence the construction following the signing of the said agreement,

The SLSEA has been instructed to cancel provisional approvals that have lapsed, and to cancel those projects that were not implemented.

This directive was issued at a recent progress review meeting chaired by Power and Energy Minister Kanchana Wijesekera.

Payments due to developers from the Non-Conventional Renewable Energy (NCRE) sector, the new tariff scheme, power generation plans for the next 18 months, energy permits and progress of those projects that had been issued under provisional approvals were also discussed at the meeting

According to the audit report, the operational result for the year 2021/2022 under review amounted to a surplus of Rs.158 million and the corresponding surplus for the preceding year amounted to Rs. 43 million.
