Principal appointments halted by SC interim order

More than 4,000 principal post vacancies that were to be filled have been put on hold by a Supreme Court interim order on the Education Ministry.

The order was given after a petitioner sought the cancellation of the results of the 2019 examination held to recruit principals. The petition was filed by Ven Beddakotte Sumanachandra thera, a Grade II teacher attached to Vimalasara Vidyalaya, Ratnapura.

The principals are Grade III appointments.

The petition was taken up by a bench comprising Justices Vijith Malalgoda, Prithi Padman Surasena and Gamini Amarasekara.

In 2019, a competitive examination was held to select 1,918 principals in Grade III and 23,000 teachers sat the examination. Of them 3,881 passed the exam and 1,918 appointments were granted.

On May 8 this year an announcement was made that 4,718 principals in the Grade III category were to be appointed based on the previous examination. The monk petitioned that the practice was illegal.

The monk has sought a court order claiming his fundamental rights have been violated.

Education Ministry officials said that all preparations were made to grant the appointments by next month, and most vacancies in rural areas as well as provincial schools were to be filled.

At present, every province has more than 200 principal vacancies each, and the appointments would have ensured the smooth functioning of schools.

There were demands from parents and students to fill the vacancies soon as possible.

Currently teachers are overseeing the functions of the principals, and the objective was to replace them with SLEAS or principal service persons.
