Bill to facilitate overall National Policy formulation

The Government will introduce a Bill in Parliament shortly to facilitate the formulation of a National Policy on all subjects including the Accelerated Economic Development of Sri Lanka.

The Bill provides for the establishment of a Policy Development Office (PDO) which will operate under the Prime Minister who is also the Minister of National Policies and Economic Affairs.

The PDO will be tasked with the planning, formulating and development of draft proposals for a National Policy (NP) & National Policy Framework (NPF) on any subject including economic development, for consideration by the Cabinet of Ministers.

It will also assist and coordinate where necessary, in the implementation of these national policies, assess progress, set realistic goals to be achieved by any economic or social sector, and to monitor the progress in the achievement of these goals.

An Agency for Development will also be set up under the proposed law whichs will assist the relevant authority to stimulate, expand and develop economic growth through the NPF on economic development, strengthening the economic base of Sri Lanka with a view to modernising the economy, enabling Sri Lankan goods to enter the global value chain and compete in the global market; enhancing the competitiveness of Sri Lankan Goods and services etc.

Once a draft proposal for the NP & NPF is formulated on any subject, after getting approval of the Cabinet of Ministers, it will be placed before Parliament.

The Bill titled Development (Special Provisions) was published in the Government Gazette earlier this week.
