ICES to back Tamil filmmaking
The International Centre for Ethnic Studies (ICES) is calling for 'Short Films' that centre on the Sri Lankan experience. This programme hopes to fund a limited number of short films culminating in a short film festival entitled Villimbuhal (Margins).

Submission is open to all and entries should run for 30 minutes or less.
Work may originate in any format; film, video or digital. Tamil must be the main language of the film, though other languages can be included. Production must take place in Sri Lanka.

Through Villimbuhal, ICES hopes to bring out a creative articulation of identity and identify the multiple intersections and conjunctures as they are apprehended by different sections of the Tamil speaking world. Theme includes; Identity conflict, class, gender, sexuality, culture, Diaspora and language

The deadline for the submission of a synopsis of the proposed film and CV of the filmmaker is December 9 2005. The synopsis of the film should include the title of the film (if already decided upon), the name of film maker, a brief outline of the objective of the film and the projected length of film.
The deadline for submissions of the visual treatment is February 1 2006. The visual treatment should include the following items:

Location (specific or abstract), Story line or plot (if any) include characters and dialogue, Narrative development and/or order of sequences, Style e.g. documentary, animation, drama, etc, Format, Budget, Optional: Photographic stills of location and composition of scene (Max 2 stills).

Proposals will be entertained in Tamil, Sinhala or English. The applicant is responsible for the arrangements and the cost of forwarding a copy to ICES.
Preliminary judging will be completed by March 2006. The films selected will be put forward for funding, after which, if funding is granted, production will commence.

Selected films will be under the copyright of ICES. Funding of the film also depends on budgetary consideration vis-à-vis the proposal.
