The possibility of a private company carrying out reforms of the country's prisons and the rehabilitation of prisoners being handled by private voluntary groups is being examined by the government.

Interior Minister John Amaratunga said a cabinet paper on these proposals was being considered and the focus would be on rehabilitation rather than keeping the prisoners behind bars.

He said the heavy overcrowding of prisons was one of the big problems and the government was thinking of relocating the prisons in larger areas.

Mr. Amaratunga explained that while the private sector managed prisoners involved in relatively minor offences, the state would continue to be responsible for the custody, care and rehabilitation of hard-core convicts and remand prisoners facing serious charges.
