The UK experts missed something unique to Sri Lanka in the check list, That is, the sudden swell of bank balances of those in authority - SECURITY AND POLITICS. The instant RICH, living in Palatial mansions and moving around in very expensive vehicles, even though they do not have a job or a source of income to justify such luxury life style. This is a give-away clue and you catch the person. You need honest men to do this, and we sadly lack at the national level.
