Those found guilty of torture or attempting to commit torture will have to pay increased fines in addition to jail terms in terms of an amendment to be presented to Parliament soon.

Accordingly, those found guilty will be liable to a fine of between Rs 50,000 and Rs 200,000 along with the existing 5-7 years of imprisonment under the amendment to the Convention Against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment Act.

At present, the fine stands between Rs 10,000 and Rs 50,000.

The bill submitted to the House by the Justice Minister this week seeks to amend Section 2 of the Act No. 22 of 1994.

Under this Act, torture is a non-bailable offence and only a High Court has the jurisdiction to hear and try the offence.
