Sri Lanka’s Motor Traffic Department (MTD) will soon be extending an online network system for the registration and transfer of vehicles to cover the entire country in a bid to improve services, Commissioner General of the Department, S.H. Harishchandra told the Business Times.
The online networking has already been introduced for the registration and transfer of motorcycles in Hambantota, Kurunegala and Anuradhapura and it will be expanded to other areas as well, he said.

Once the new system is introduced, people could submit their applications for vehicle registration and transfer online and the process would be easy and expeditious, he added.

People in rural areas will not have to visit the MTD at Narahenpita to get their services after introducing the online system, Mr. Harishchandra emphasised.

The system will benefit both the department and the public, he said adding that that a web-based solution will be introduced for handling official activities of MDT such as registration of motor vehicles, transfer of ownership of motor vehicles, file monitoring system/document management system.

The project will create an online Vehicle Registry which would be accessible to other relevant agencies such as the Police, he disclosed.

Manual files will be replaced by digital records and computer printouts will be produced on every occasion where a proof of transaction is necessary. The ICT capacity of the staff of all client organizations will be upgraded to meet the HR requirements of the project, he opined.The DMT computerized its major activities in 1980’s by using a legacy system, later it was converted in to a client-server system. However, the computerized system, which has not been upgraded and expanded to capture other areas relevant to DMT, is presently insufficient for optimal efficiency of the day-to-day activities of DMT and most of the activities of DMT are still carried out manually using paper-based records.
