Votes on Tuesday to change election laws

When Parliament meets on Tuesday, votes will be taken to change Local Authorities’ election laws in order to introduce a mixed system of First-Past-the-Post and Proportion Representation (PR).

The United National Party (UNP) will support amendments to the Local Authorities (Special Provisions) and Local Authorities Elections (Amendment) Bill, Chief Opposition Whip John Amaratunga said.
The Bills were presented to the House in October 2010, and the discussion was continued over several consultative committee meetings until a consensus was reached, Mr. Amaratunga told the Sunday Times.

Under proposed amendments to the Municipal Councils and Urban Councils Ordinance and the Pradeshiya Sabha Act, a council budget that fails to get passed in the second round of votes will result in the mayor of the said council resigning from office.

Parliament will also pass the Elections (Special provisions) Bill, under which disabled voters may be accompanied by a person to mark the ballot paper on his or her behalf. This law will also cover persons with total or partial visual impairment.
