If not Ranil, who?

Time is fast running out for Tiger guerrillas. This week advancing troops confined them to some 21 square kilometers inclusive of the civilian safety zone. Or is such a person culpable in terms of any of the multifarious and cunningly devised offences under the Emergency Regulations?

Perhaps he did it so successfully that the Federal Bureau of Investigation (FBI), after it finally tracked him down, eventually sought his expertise in solving similar white collar crimes.
