Former Director General and now Secretary General of the Peace Secretariat, Jayantha Dhanapala, had to beat a hasty retreat during his first official visit to Trincomalee on Friday. The reason – he was able to meet only the Army and the Scandinavian monitors. The civilians were observing a day of hartal sponsored by the LTTE. Tiger guerrillas succeeded in urging residents to observe this day of protest calling upon the Government to resume peace talks on the basis of their demand for an Interim Self Governing Authority(ISGA).
