Tigers
to seek withdrawal of troops
Demands to withdraw security forces from the NorthEast and a mechanism
to oversee the resettlement and rehabilitation of displaced Tamils
are sure to be among demands Tiger guerrillas will place before
the UNF government when they respond to the latter's latest proposals
for an Interim Administration.
A fore warning
that these demands will be included came in the main story of the
official LTTE Tamil monthly Viduthalai Pulikal (Liberation Tigers).
The report, reproduced in the official website of the LTTE Peace
Secretariat (http:

says its response would be placed before the Government before the
end of September. It makes clear that "the future of the CFA
(ceasefire agreement) and its survival will depend on the GOSL's
(Government of Sri Lanka) reply."
Pointing out
that the ceasefire agreement declared about one and half years ago
is aiming to seek a peaceful solution to the racial and ethnic violence
against the Tamils, the report says:
"One of
the aims of this agreement is to remove the Sri Lankan armed forces
and their bases in the North East. Further it was hoped that the
Tamils displaced from their homes by the army occupation would return
to their homes, to lead a peaceful life, without any military atrocities
and interference. However, this didn't materialize. Similarly, the
organization created to oversee the resettlement and rehabilitation
of displaced persons (SIHRN) has ceased to function before it started.
"In this
state the LTTE sought an Interim Administration with authority to
administer the work in the North East. The Government of Sri Lanka
responded by forwarding three proposals, one after another.
“The LTTE
rejected the first two proposals as they did not contain adequate
authority and facility to execute the functions. With the commitment
to continue with the Ceasefire Agreement, the LTTE decided to consider
the third proposal without rejecting it outright." |
